Background:

Engagement of a Supply Chain Management Specialist to provide technical support for strategic and tactical purchasing of materials and commodities, inventory control and monitoring of performance of suppliers. We are implementing a CDC supported 5-year project to deliver client-centered high quality comprehensive HIV care and treatment and laboratory services to reach the UNAIDS 95-95-95 targets and end AIDS by 2030. This project employs a patient-centered approach that integrates contextual health systems strengthening with comprehensive HIV care, including critical services mainstreamed towards those infected and affected by HIV.

Responsibilities:

<ul> <li>Support implementation of the National Supply Chain strategy and N-SHIP supply chain strategy</li> <li>Establish performance metrics for measurement, comparison, or evaluation of factors affecting the supply chain.</li> <li>Analyse commodities delivery data and processes to identify and address bottlenecks and other issues</li> <li>Monitor the performance of suppliers, assessing their ability to meet quality and delivery requirements;&nbsp;</li> <li>Maintain supply chain inventory and records</li> <li>Assesses the need for material-handling equipment and makes recommendations to ensure efficient loading, unloading, movement, and storage of materials.</li> <li>Find cost-effective solutions for supply chain processes</li> <li>Resolve issues that emerge in the supply chain system&nbsp; (e.g. delays in delivery, accidents)</li> <li>Develop and implement safety guidelines in all aspects of the supply chain&nbsp;</li> <li>Ensure supply chain processes meet legal requirements and standards</li> <li>Perform other duties as assigned.</li> </ul>

Qualifications & Skills:

<ul> <li>Bachelor&rsquo;s degree in Social Sciences, Pharmacy or similar field</li> <li>Master&rsquo;s degree in Public Health, Supply Chain, Logistics or professional qualification in similar field is desirable</li> <li>At least 5 years working experience as a Supply Chain Manager in health-related field</li> <li>Experience in HIV/AIDS supply chain management will be an advantage.</li> <li>Working experience of Supply Chain software</li> <li>Strong supervisory and leadership skills.</li> <li>Contractual and financial management experience, with at least 5 years at a mid- management level, working with donor agencies.</li> <li>Strong understanding of international contracts and cooperative agreements including their relevant terms, conditions.</li> </ul>

Deliverables:

<ul> <li>The key deliverable of the consultancy is to facilitate and monitor the procurement activities as highlighted in the implementation plan. Timely quarterly progress report on integration activities</li> <li>Bimonthly stock status report dashboard and progress update report</li> </ul>

Contracting & Accountability:

The officer will be accountable to the Head PSM reporting directly to the National Coordinator through the head PSM unit

Renumeration:

S/he will be paid competitive fees for the agreed duration based on qualification and experience.
