Background:

We are implementing a CDC supported 5-year project to deliver client-centered high quality comprehensive HIV care and treatment and laboratory services to reach the UNAIDS 95-95-95 targets and end AIDS by 2030. This project employs a patient-centered approach that integrates contextual health systems strengthening with comprehensive HIV care, including critical services mainstreamed towards those infected and affected by HIV.

Responsibilities:

<ul> <li>Support the procurement for all procurement needs including travel logistics, administration related costs, consultancies, printing and any other procurement related activities on the project</li> <li>Support implementation of the National Supply Chain strategy and N-SHIP supply chain strategy</li> <li>Facilitate the logistics for meetings and other related activities</li> <li>Create and maintain effective internal controls for inventory and store</li> <li>Maintain accurate purchase and pricing records</li> <li>Facilitate the review, comparing and analyzing of goods or services to be purchased in line with the procurement guidelines</li> <li>Researching and evaluating prospective vendors</li> <li>Preparing cost analyses and reports</li> <li>Maintaining and updating vendor information e.g qualifications, delivery times, product ranges, etc.</li> <li>Facilitate procurement planning including development and coordination of procurement plans that provide details of the planned procurement activities, values, procurement methods, timelines etc.</li> <li>Monitor the implementation of procurement activities, ensuring that they are implemented timely and in line with the approved plans</li> <li>Prepare and issue solicitation documents, facilitate prequalification of vendors, coordination of day-to-day procurement processes for goods, services and works.</li> <li>Maintain accurate and complete procurement records. Facilitate filing and archiving of all procurement records and files</li> <li>Prepare Purchase orders/ Letters of Award in line with recommendations by the bid evaluation committees and in line with the procurement policy</li> <li>Coordinate and arrange for bid evaluation committee meetings</li> <li>Ensure that bid evaluation committee member are all duly appointed by the relevant authority</li> <li>Ensure that all members that participate in evaluations and procurement processes are independent, and sign conflict of interest forms.</li> <li>Provide TA and capacity building to all tiers of the government of Nigeria and to the team to strengthen national/state systems for procurement and supply chain management of health commodities</li> <li>Provide Logistics support to State offices focusing on reporting, distribution, shipping, storage and warehousing of commodities</li> <li>To provide technical coordination in product selection, quality assurance, receipt of goods, services, commodities and efficient storage and distribution systems.</li> <li>Work with the NASCP/ NSHIP office logistics team to direct outgoing or incoming health commodities distribution activities of the grant; ensure health commodities or supplies are shipped, distributed, or received in an efficient manner and ensure that all required inventory checks are conducted, and all variances reconciled.</li> <li>Ensure that all distribution documentation for health commodities in the grant, with funding agencies, suppliers, implementing partners and regulatory bodies is complete and compliant.</li> <li>Undertake other procurement related activities that may be assigned by the Head of Procurement and Supply Management unit</li> <li>Perform other duties as assigned.</li> </ul>

Qualifications & Skills:

<p><strong>Qualification</strong></p> <ul> <li>Bachelor degree, in Logistics, Pharmacy, Microbiology, Biochemistry, Accounting or any relevant field</li> <li>A Masters&rsquo; degree will be Master&rsquo;s degree in Public Health, Supply Chain, Logistics or professional qualification in similar field is desirable</li> <li>Relevant professional certification will be considered</li> <li>5 years relevant experience managing a procurement/ PSM cycle, including service and goods procurement, rational health commodities selection, forecasting /quantification, quality assurance spanning the PSM cycle, warehousing/storage, distribution.</li> </ul> <p>&nbsp;</p> <p><strong>&nbsp;Experience</strong></p> <ul> <li>A minimum of 5 years&rsquo; experience in similar role</li> <li>Skilled in computer programs, including Microsoft Word, Excel and PowerPoint and ability to operate Zoom, and data management systems</li> <li>Strong interpersonal skills and the ability to communicate and work well with diverse people.</li> <li>Excellent English writing skills.</li> <li>Knowledge of PEPFAR/ GF procurement standards, procurement techniques and operations used in contracting for a diverse range of goods and services;</li> <li>Experience in HIV/AIDS programme, supply chain management will be an advantage.</li> <li>Working experience of Supply Chain software</li> <li>Experience in public sector procurement dealing with complex contractual issues, revise and draft contract, formulate options and propose recommendations;</li> <li>Experience in identifying clients&#39; procurement-related needs and in providing support and guidance from clients&#39; point of view.</li> <li>Experience in logistics operations is desirable.</li> <li>Knowledge of procurement-related IT tools and systems (i.e. enterprise resource planning, inventory management, procurement, database management applications, etc.).</li> </ul>

Deliverables:

<ul> <li>Coordinates the planning for and delivery of procured commodities, goods and services are in accordance with internal policies and donor procurement guidelines.&nbsp;</li> <li>Ensure that all commodities, goods and services procurement processes are in accordance with internal policies, PEPFAR and Global Fund procurement guidelines.</li> <li>Facilitating and monitoring the procurement activities as highlighted in the implementation plans<br /> &nbsp;</li> </ul>

Contracting & Accountability:

The officer will be accountable to the Head PSM reporting directly to the National Coordinator through the Head PSM unit

Renumeration:

S/he will be paid competitive fees for the agreed duration based on qualification and experience.
