Background:

The M&E Zonal officer will support the development of the database and will be responsible for the overall review of collected data as well as provide routine updates on analysed data during project implementation from the South West zone. He/she will be resident in Ibadan, along with the other zonal PMTCT officer and zonal Finance officer. He/she will provide support and ensure all required analysis meet the objectives of this grant cycle. He/she will also support the report writing process by providing all the necessary data presentations (e.g., graphs, charts, tables, etc.) for the process from the South West zone. He/she will collaborate with the state M&E officers, and senior M&E Specialist to ensure effective program monitoring and implementation.

Responsibilities:

<p>&nbsp;</p> <ul> <li>Coordinate the information collection for timely, accurate, and complete programmatic reporting on the Global Fund grants to NASCP and the Global Fund from the South West zone</li> <li>Support HIV/AIDS state programmes in periodic review and updating of M&amp;E plans for the Global Fund grants.</li> <li>Provide necessary support to the state M&amp;E officers in data review, the preparation of quarterly progress updates on Global Fund grant activities as required.</li> <li>Develop state standard operating systems and guidelines for M&amp;E, reporting, and related services in line with the national M&amp;E framework.</li> <li>Support the data analyst in regular monitoring of the programmatic performance of the Global Fund grants, and, in conjunction with the NASCP program officers.</li> <li>Ensure accurate reporting of the regular quality assurance of the data collection and reporting systems</li> <li>Liaise and coordinate with the SASCP counterpart to make sure that the deliveries of supplies are in line with work programs and targets so that program objectives will be achieved.</li> <li>Participate in the planning and implementation of DQAs in the zone.</li> <li>Develop appropriate forms and questionnaires for DQA.</li> <li>Ensure HMIS software is functional and used properly in the zone</li> <li>Record, compile, analyze and interpret health data and information working with the SASCP M&amp;E officers</li> <li>Plan and conduct capacity building training relating to improved HMIS in the zone</li> <li>Train health/HIV/AIDS staff on the use of forms and case definitions in the zone</li> <li>Provide accurate and updated feedback on data collection from all the South West zone.</li> </ul>

Qualifications & Skills:

<p>Academic Qualifications</p> <p>First degree in Health Sciences, Public Health, Statistics, Population Studies, Demography, Epidemiology or equivalent. A post graduate degree will be an added advantage.</p> <p>&nbsp;</p> <p>Experience</p> <ul> <li>Statisticians with 7 years of relevant experience in data analysis or B.Sc. or HND in Statistics</li> <li>5 years experience working on M&amp;E in HIV and similar disease areas</li> <li>Proficiency knowledge of DHIS2</li> <li>Good Knowledge of statistical packages (Stata, SPSS or R studio0 for data Analysis is highly required.</li> <li>Good understanding of key population research activities is required.</li> <li>Experience working with public health programs for key populations is an advantage.</li> <li>Experience working on donor-funded projects will be an advantage.</li> <li>Experience in using data collection tools like CS Pro, ODK, and Survey CTO is required.</li> <li>Proven knowledge of data collection tool with saccade effect is required</li> <li>Knowledge of IT packages required for public health and key population programs, as well as experience in handling tablet-related issues, will be an advantage.</li> </ul>

Deliverables:

<ul> <li>Report of monthly M&amp;E activities identifying challenges, issues to be addressed and recommendations on way forward from the zone</li> <li>Timely delivery of project activities and reports in line with approved plan.</li> <li>Monthly progress on data reporting from all facilities in the zone</li> <li>Quarterly dissemination of programme performance from the zone</li> </ul>
