Background:

The National AIDS, Viral Hepatitis and STIs Control Programme (NASCP) is implementing a CDC supported 5-year project to deliver client-centred, high quality comprehensive HIV care and treatment and laboratory services to reach the UNAIDS 95-95-95 targets and end AIDS by 2030. The engagement of a Health Financing Specialist is to provide technical support in integration of comprehensive HIV/AIDS health services into existing health insurance schemes and, to lead the development of a health sector blueprint for integration of comprehensive HIV/AIDS services into the health insurance schemes. This project employs a patient-centred approach that integrates contextual health systems strengthening with comprehensive HIV care, including critical services mainstreamed towards those infected and affected by HIV.

Responsibilities:

<ul> <li><a name="_Hlk178612664">Support engagement efforts with the leadership of the National and State Houses of Assembly, Governors&rsquo; Forum and National Council of Health to increase domestic funding and allocations for HIV/AIDS prevention, treatment and care</a></li> <li><a name="_Hlk178612529">Facilitate the adoption of NASCP&rsquo;s blueprint/formal recommendation on HIV and Health Insurance by the National Health Insurance Authority (NHIA) </a></li> <li>Coordinate health insurance demand-creation activities at State &amp; health facility levels to mobilize/enrol PLHIV in health insurance schemes</li> <li><a name="_Hlk178612692">Lead requisite engagements with respective State Health Insurance Agencies (SHIAs) across the country to ensure inclusion of indigent PLHIV in Basic Health Care Provision Fund (BHCPF) and State-sponsored equity health insurance schemes</a></li> <li>Provide technical support for the Sector Wide Approach (SWAP) &amp; Backward Integration agenda of the Federal Ministry of Health to ensure local production and possible open market availability of ARVs and other HIV commodities to ensure cost-effectiveness and efficient contracting under health insurance</li> <li>Facilitate inclusion of mapped HIV services in the benefit packages/plans of various health insurance schemes (formal, informal &amp; equity schemes) of NHIA &amp; SHIA, including participation in likely actuary analysis as a prelude to such inclusion</li> <li>Lead effort to ensure that parent healthcare facilities of all ART sites in the country are registered as health insurance providers under both NHIA &amp; SHIAs</li> <li>Develop strategic plans for expansion of private sector &amp; philanthropic (corporate &amp; individual) participation in funding support for HIV programme and/or payment of health insurance premium for indigent PLHIV</li> <li>Develop framework for monitoring integration of HIV services, demand-creation and enrolment of PLHIV into health insurance schemes</li> </ul>

Qualifications & Skills:

<ul> <li>Degree in social science, health economics, actuarial science, or related field</li> <li>Advanced degree in public health, health financing, health economics or related field is required</li> <li>Five (5) years working experience in HIV program management and/or Health Insurance</li> <li>Ability to engage multiple &amp; critical stakeholders</li> <li>Ability to multitask and solve complex operational issues in health care settings</li> <li>Well-developed analytical skills and track record of teamwork and ability to produce high quality results and outputs under pressure with minimal supervision.</li> <li>Strong client orientation, interpersonal and diplomatic skills, ability to support policy and program discussions with high level government officials.</li> <li>Capacity building experience and the ability to explain and present concepts in clear and simple ways.&nbsp;</li> <li>Demonstrated ability to work in multi-cultural teams and environment, and to travel regularly to states to support implementation of work programs and skills development for sub-national health management teams.</li> <li>Strong communication, presentation and interpersonal skills, including excellent speaking and writing skills in English.</li> </ul>

Deliverables:

<ul> <li>Timely quarterly progress reports on; <ul style="list-style-type:circle"> <li>enrolment of PLHIV into health insurance</li> <li>integration of HIV services into benefit packages/plans of health insurance schemes of NHIA &amp; SHIAs</li> <li>domestic resource mobilization effort that includes government budgetary allocations (national &amp; State) and private sector participation in HIV programme funding</li> <li>support for SWAP &amp; backward integration agenda for local production and/or possible open market availability of ARVs and other HIV commodities</li> </ul> </li> </ul>

Contracting & Accountability:

The Health Finance Specialist will be accountable to the National Coordinator and reporting directly to the National Coordinator.
