Background:

The Federal Ministry of Health is leading the initiative to establish a National Digital Health and Training Institute, aimed at transforming healthcare delivery through advanced digital technologies. As part of this endeavor, we are seeking a consulting firm with expertise in digital health to undertake a range of critical responsibilities.

Responsibilities:

<ul> <li>Conduct stakeholders&rsquo; engagement and planning meeting on the support to the National digital health and training institute initiative.</li> <li>Support the development of the standard operating procedures (SOP) and the firm&#39;s lead consultant / facilitator to guide the process in line with the vision of the National digital health and training institute and</li> <li>Conduct assessment across the country towards selection of facilities for the set-up of the National digital health and training institutes.</li> <li>Developing a comprehensive strategic plan for establishing the digital health and training institute, including defining goals, objectives, timelines, and resource requirements.</li> <li>Design the EMR in a way that can serve as the gateway to a national health repository to enable other systems (e.g., patient app, clinician viewer, HMIS); as such ensure the design is compatible with main data standards (semantic and syntactic), cloud compatible if required, interoperable with insurance systems, and that it feeds into the overall digital health strategy.</li> <li>Designing and implementing the necessary physical and digital infrastructure for the institute, including hardware, software, networking, and data storage solutions.</li> <li>Selecting, integrating, and customizing digital health technologies such as EMRs, telemedicine platforms, data analytics tools, and patient management systems.</li> <li>Analyzing existing clinical workflows and processes to optimize them for digital health implementation, ensuring smooth integration and minimal disruption to patient care.</li> <li>Developing protocols for data collection, storage, confidentiality, analysis, and reporting to support evidence-based decision-making and research activities and establishing protocols and quality assurance mechanisms to ensure the reliability, accuracy, and security of digital health services and data.</li> <li>Ensure that the ultimate EMR owner (i.e., the Ministry) is equipped with necessary ops capabilities (e.g., cyber security, admin/privilege management, support, incident management, release management).</li> <li>Ensure that the ultimate EMR owner adopts a product owner mindset to ensure that clinical impact is always prioritized in the product development and enhancement; this would also lead to proper release management and product roadmap.</li> <li>Ensuring compliance with local regulatory requirements related to healthcare, technology, data privacy, and security.</li> <li>Provide training programs for healthcare professionals, administrators, and technical staff on using digital health technologies effectively and securely and continuous education and updates to staff and stakeholders on advancements in digital health technologies, best practices, and regulatory changes.</li> <li>Ensure that EMR owner manages vendor dependency risk through IP rights policies and data transferability standards; ensure that the vendor builds sufficient local capabilities for the adoption and scaling of the EMR</li> <li>Facilitating partnerships with local healthcare providers, academic institutions, government agencies, and technology vendors to foster collaboration and knowledge sharing.</li> <li>Implementing change management strategies to facilitate the adoption of digital health technologies among stakeholders, addressing resistance and promoting acceptance.</li> <li>Setting up mechanisms for ongoing evaluation and monitoring of the institute&#39;s performance, including patient outcomes, operational efficiency, and technological effectiveness.</li> <li>Developing strategies for long-term sustainability of the institute, including financial planning, revenue generation models, and scalability considerations.</li> <li>Engaging with the local community to raise awareness about digital health initiatives, gather feedback, and ensure alignment with community healthcare needs and priorities.</li> <li>Ensure that the EMR follows user friendly design guidelines customized as required to the local context (vs. off-the-shelf with no customization) and that the EMR owner has a mandate to enforce and/ or incentive adoption.</li> </ul>

Qualifications & Skills:

<p>&nbsp;</p> <ul> <li><strong>Educational Background:</strong> <ul style="list-style-type:circle"> <li>A &nbsp;qualified set of qualifications, skills and personnels with relevant experience in fields relevant to healthcare or technology.</li> </ul> </li> <li><strong>Organisational/Professional Experience:</strong> <ul style="list-style-type:circle"> <li>Significant experience in the healthcare or/and digitalization industry is essential. This may include work in hospitals, clinics, healthcare, &nbsp;IT companies, or project management</li> <li>Experience specifically in digital health initiatives, health information technology (HIT), electronic health records (EHR), telemedicine, or health data analytics is highly valued.</li> <li>Previous consulting experience is often preferred, demonstrating the ability to provide expert advice and solutions to clients.</li> </ul> </li> <li><strong>Technical Expertise:</strong> <ul style="list-style-type:circle"> <li>Strong understanding of healthcare technology systems and platforms.</li> <li>Knowledge of regulatory requirements and standards in healthcare data management and privacy (e.g., HIPAA compliance in the United States).</li> <li>Familiarity with emerging technologies in digital health, such as artificial intelligence (AI), machine learning (ML), blockchain, and IoT (Internet of Things) applications in healthcare.</li> </ul> </li> <li><strong>Project Management Abilities:</strong> <ul style="list-style-type:circle"> <li>Experience in managing projects related to healthcare IT implementations or digital health initiatives.</li> <li>Familiarity with project management methodologies and tools to ensure projects are delivered on time and within budget.</li> </ul> </li> <li><strong>Certifications (Optional):</strong> <ul style="list-style-type:circle"> <li>Relevant certifications in healthcare IT (e.g., Certified Professional in Healthcare Information and Management Systems - CPHIMS) or project management (e.g., Project Management Professional - PMP) can enhance credibility and qualifications.</li> </ul> </li> </ul>
