The National HIV/AIDS, Viral Hepatitis and STIs Control Programme (NASCP) in the Federal Ministry of Health is implementing a CDC-supported 5-year project to deliver client-centred, high-quality comprehensive HIV care and treatment and laboratory services to reach the UNAIDS 95-95-95 targets and end AIDS by 2030. As Nigeria moves towards achieving epidemic control in the HIV and AIDS response, the need for a more guided, evidence-based and sustainable response is at a critical stage. The Nigeria Sustainability HIV Impact Project (NSHIP) was established as a 5-Year grant that aims to increase the institutional and human capital of national and sub-nationals of the HIV health sector response across 18 CDC-supported states in a phased manner, such that government systems at these levels can efficiently lead, manage, achieve and sustain HIV epidemic control with support from her partners. NASCP is seeking to engage a Capacity-building and Knowledge Management Specialist (CBKMS) to provide technical support to the NSHIP and other sustainability programmes, including, coordination of capacity-building processes and activities, oversight for the National clinical mentorship program, facilitation of training curriculum development, optimization of the ECHO project, and the development, as well as management of robust knowledge management system, that will provide the components / departments of NASCP and the public access to information and resources needed for effective and efficient services. NSHIP deploys a people-centred approach that integrates contextual health systems strengthening with comprehensive HIV care, including critical services mainstreamed towards those infected and affected by HIV and other diseases of public health importance. As such, the capacity-building and knowledge management specialist will require a robust set of skills and experience to ensure that the human resources and organizational memory within the project work seamlessly and efficiently to achieve its stated goals. The leadership of NASCP recognizes the link between knowledge management and achieving the strategic goals and objectives of the NSHIP. The potential risks of not effectively managing the programme’s knowledge could lead to information silos and decision-making based on incomplete data. The long-term benefits of a strategic approach to knowledge management, include fostering a culture of continuous learning and improvement. Overview of the Role The capacity building and knowledge management specialist will be responsible for developing and strengthening the skills, abilities, and resources of NASCP, its staff, SASCPs, the National and State Clinical Mentors, i.e. ensuring that they are properly equipped with the right competencies to achieve the mandate and objectives of the NSHIP and NASCP. The capacity building and knowledge management specialist will also ensure that NASCP deploys a systematic process of capturing, organizing, storing, and sharing an organization's intellectual assets, which include information, knowledge, experiences, and insights, especially as regards the national and states HIV, Viral Hepatitis and STIs prevention, control and treatment programmes.
<ul> <li>Facilitate expansion and the use of the ECHO platform to all ART comprehensive sites across the States and FCT;</li> <li>Preparation of ECHO reports and provide support the hubs and sub-hubs in the implementation of I-ECHO</li> <li>Work with relevant teams and TWGs to standardise training modules and materials in line with the national guidelines and standard operating procedures (SOPs).</li> <li>Facilitate the process of integrating comprehensive HIV/AIDS modules into the pre-service and continuing education training curricula.</li> <li>Conduct capacity needs assessment in liaison with relevant teams involved in HIV service delivery States and the FCT and to identify gaps in the delivery of quality HIV/AIDS clinical management training among health institutions/providers in Nigeria to inform curricula development.</li> <li>Lead the development and management of an HIV Workforce Registry (HWR); </li> <li>Facilitate training of trainer’s (ToT) workshops to build the capacity of an identified pool of trainers to routinely train HIV clinical mentors and other actors in health sector response.</li> <li>Monitor the implementation of recommendations from workshops, meetings, and missions </li> <li>Contribute to the development of quarterly and annual reports.</li> <li>Facilitate the creation of a knowledge management (KM) charter in line with the priorities of the NSHIP programme, including a vision, mission and KM strategy.</li> <li>Work with the ICT team to design, deploy and maintain a knowledge database for NASCP and the NSHIP programme.</li> <li>Facilitate the selection of knowledge management champions within NASCP’s components and assist them in capturing and sharing data as may be required.</li> <li>Facilitate manuscripts publications and documentations in NASCP</li> </ul>
<ul> <li>Bachelor degree in relevant field of science, Art or Social Science</li> <li>Advanced-level qualification in public health, and / or relevant social sciences.</li> <li>Experienced with a training such as FETP or similar will be an added advantage</li> <li>Minimum of 10 years’ active post-graduation experience inclusive of NYSC (except with exemption certificate.</li> <li>Minimum of 5 years’ experience in curriculum development and / or active engagement in delivering capacity building systems and activities</li> <li>Minimum 3 years’ experience in Health, Education or Social protection</li> <li>Have at least 3 manuscript publications as first author and atleast 5 publications in total.</li> <li>Direct experience in curriculum development and development of training tools.</li> <li>Prior experience in facilitating training workshops</li> <li>Understanding of knowledge management and the process of creating such a system within a closed group.</li> <li>Understanding of Nigeria's health data ecosystems</li> <li>Demonstrated ability to simplify and present complex concepts to a varied audience.</li> <li>Demonstrable knowledge of the use of electronic platforms for learning</li> <li>Experience in the use of any data analysis software such as R, SPSS, STATA, SAS, Excel; Power Bi and any other data visualization; collection tools such CAPI, google sheet, etc</li> <li>Experience with referencing software such Mendeley</li> </ul>

The Capacity Building and Knowledge Management Specialist will be accountable to the National Coordinator and report through and supervised by the Project Director of NSHIP.
