1.0 Background: We are implementing a CDC supported 5-year project to deliver client-centered high quality comprehensive HIV care and treatment and laboratory services to reach the UNAIDS 95-95-95 targets and end AIDS by 2030. This project employs a patient-centered approach that integrates contextual health systems strengthening with comprehensive HIV care, including critical services mainstreamed towards those infected and affected by HIV. 2.0. Job Description The Admin and Human Resource specialist position is responsible for a variety of HR/administration activities, including employee relations and orientation, ensures NASCP, NSHIP and PEPFAR regulations, and high-level record keeping. S/he will work closely with the team, while accountable to the National Coordinator in supporting the achievement of the project goals and objectives through the development, implementation, and management of HR/administrative activities
<p><strong>3.0. Task Description</strong></p> <ul> <li>Coordinate employment processes in NASCP for the various grants</li> <li>Organize learning and development opportunities in coordination with NASCP and other PMT staff to achieve programme goals</li> <li>Update, maintain and safeguard personnel records in an organized manner</li> <li>Process annual leave requests</li> <li>Process insurance policies alongside finance manager</li> <li>Document and track movement of personnel files and memos between PMT and NASCP and FA</li> <li>Respond to employee related queries and provide answers to all administrative related inquiries and requests.</li> <li>Manage processes related to disciplinary actions, staff separation, and termination.</li> <li>Working with Project Coordinator, support internal and external staff audits by ensuring necessary documents are updated and submitted as needed.</li> <li>Support the organization of learning and development opportunities in coordination with PMU lead for staff to achieve programme goals<strong> </strong></li> <li>Develop a tracker to keep tab on actions pending and resolved throughout the duration of the grant.</li> <li>Support the toward ensuring that all obligation and timelines for reports are met.</li> <li>Support in the preparation of Grant / Admin related reports for submission to USG and NC.</li> <li>Gather supporting material for grant implementation such as (but not limited to) job descriptions, resumes, maps, organizational charts, bibliographies, tables of contents, budgets and other forms.</li> <li>Maintain the necessary records, files, reports, databases and resource material pertinent to grants office activities to ensure effective N-SHIP operation and compliance with government and donor regulations</li> <li>Participates in meetings and assists in strategic planning and provides guidance and instructions on Federal and CDC/PEPFAR regulations, policies and procedures to PMT and recommends procurement and financing alternatives vis-à-vis appropriate instrument type to achieve N-SHIP goals.</li> <li>Maintain a grant management system for funded grants that includes report due dates, budget adherence, impact of grants, and any other grant requirements.</li> <li>Perform other duties as assigned.</li> </ul>
<p><strong>Academic Qualifications</strong></p> <ul> <li>Bachelor’s degree in Behavioural sciences, Human resources, Administration, and related field.</li> <li>A master’s degree or Professional qualification in HR management /Admin related field is an added advantage.</li> <li>A minimum of seven (7) years’ experience in similar role</li> <li>Skilled in computer programs, including Microsoft Word, Excel and PowerPoint and ability to operate Zoom, and, HR -related software management systems.</li> <li>Strong interpersonal skills and the ability to communicate and work well with diverse people.</li> <li>Excellent English writing skills.</li> <li>Ability to meet tight deadlines and to work effectively under pressure, including in a multi-cultural environment</li> </ul> <p><strong> Experience</strong></p> <p>At least seven years’ experience with a corporate organization (Previous experience of working with an NGO sector is highly desirable) with ability to demonstrate ethical conduct and confidentiality.</p>

The officer will be accountable directly and report to the National Coordinator
S/he will be paid competitive fees for the agreed duration based on qualification and experience.
