Background:

The impact of the technical support provided by the only NCMP consultant on the programme and the newly engaged clinical mentors in terms of training and hands-on experience has resonated with the need for more NCMP consultants for wider coverage of consultancy services for the NCMP. Hence, the engagement of additional NCMP consultants on a zonal basis to provide consultancy services to the NCMP and the clinical mentors in their deployed states. Key Objectives 1. Ensure that State teams are familiar with the guidelines for the NCMP 2. Ensure State teams utilize NCMP tools for achieving quality improvement 3. Improve team bonding and shared responsibilities (State, Partner, and mentors) 4. Build capacity and provide support for the participation and onboarding of new states.

Responsibilities:

<ul> <li>Provide physical as well as virtual technical support to the Clinical Mentors in their deployed States.</li> <li>Serve as a reviewer of the NCMP at National and Sub-national level.</li> <li>Provide technical assistance in the establishment, implementation, mainstreaming the Nigeria mentorship programme in line with NCMP and the Treatment guideline</li> <li>Provides technical support in the establishment of digital health and innovative institute and its operations as a capacity-building platform for all cadre of healthcare workers.</li> <li>Provided guidance through shared experience, capacity building and outcome-orientated NCMP in the States.</li> <li>Schedule, twice monthly, calls with the National Clinical Mentors (NCMs), State HIV/AIDS Programme Coordinators (SAPCs) and the DPH to analyse, review States HIV programme, and provide State specific recommendations to the identified gaps.</li> <li>Provide ongoing continuous medical education to State Clinical Mentors (SCMs), NCMs, SAPCs and the DPH using various methodologies (NCMP digital health and innovative institutes, ECHO video conferencing, etc)</li> <li>Review performance of the HIV programme in selected Federal teaching hospitals and high volume secondary level facilities to a view to identifying programme gaps and addressing them through the NCMP.</li> <li>Provide periodic and episodic on-site clinical mentorship performance visits (at least once per mouth) to the State level clinical mentorship programme.</li> <li>Periodically participate in the States weekly mentors review call to foster discussions to achieving continuous quality improvement and NCMP outcomes.</li> <li>Facilitates the NCMP retreat and training sessions.</li> <li>Identify and report on critical gaps and challenges of the NCMP.</li> <li>Performs any other duties related to the NCMP as assigned by NASCP.</li> </ul>

Qualifications & Skills:

<p>The candidates must be a Professors/Doctors and preferably a member of the National ART Task Team and or Director of Public health (DPH) within States ministries of health. He/She may be selected based on ability to accomplish the following task</p>

Deliverables:

<ul> <li>Develop a workplan and share with NASCP</li> <li>Submit monthly reports of activities and timesheet indicating at least 60.00 hours Level of Effort (LOE) per month in the NCMP.</li> <li>Support States mentorship programme operations and ensures the programme runs within one year of engagement of State Clinical Mentors Team (SCMT) for ownership and sustainability.</li> <li>Support States HIV programme to achieve the UNAIDS 95-95-95 targets by 2030.</li> </ul>

Renumeration:

The monthly consultancy fees shall be Four hundred and twelve thousand, seven hundred and sixty-six naira, twenty-two kobo (N412,766.22K) only per consultant, inclusive of tax as obtainable in Nigeria.
