Background:

The NASCP PMU team lead will manage all aspects of the implementation of NASCP Global Fund grants in accordance with the Global Fund grant agreement and laws of Nigeria. He/she will be responsible for overall program oversight and meeting of the PMU objectives. He/she will ensure coordination, implementation, quality assurance, and achievement of PMU goals, provide necessary strategic and operational leadership, and will report to the National Coordinator on the Global Fund grant. He/she will maintain good working relationships with all units of NASCP relevant on activities, Government officials, local and international partners, the National Agency for Control of AIDS, and other stakeholders. He/she will ensure that NASCP and the sub-recipients meet Global Fund requirements and that the required reports are accurate, timely and complete.

Responsibilities:

<p>&nbsp;&bull; Oversees the coordination and implementation of activities in liaison with the procurement, finance and technical teams ensuring required outputs meet required quality standards and within the specified constraints of time and cost.</p> <p>&bull; Provide strategic and operational leadership to PMU and coordinate program planning, implementation, reviews, and evaluation in collaboration with the larger NASCP structure.</p> <p>&bull; Ensures all programme inputs are in accordance with procedures for nationally implemented projects. coordination, planning, and management of project delivery processes.</p> <p>&bull; Ensure grant objectives and targets are achieved, and that the Global Fund policies and procedures are followed.</p> <p>&bull; Oversees operational support for programme, finance, procurement, and supply chain activities by providing direction and synchronizing activities for coordinated planning purposes and results.</p> <p>&bull; Develop dashboards to monitor programmatic and financial implementation progress.</p> <p>&bull; Coordinate the 36+1 state Technical and Programme Implementing Team, pproactively identify and address bottlenecks to their implementation of grant activities.</p> <p>&bull; Develop and implement scorecard system based on state performance.</p> <p>&bull; Convey regular project management meetings at all levels and ensure reporting of same</p> <p>&bull; Ensure budget control systems are operational by reviewing and monitoring grant budget, expenditure, and variances on a quarterly basis.</p> <p>&bull; Liaise with relevant government agencies, and all implementing partners for effective coordination of all project activities.</p> <p>&bull; Ensure both internal and external audits of the Global Fund grants are implemented in accordance with the grant agreement.</p> <p>&bull; Ensure timely preparation and submission of progress updates and disbursement requests to the Global Fund and CCM</p> <p>&bull; Oversees project annual work plans and budgets, preparation and submission of timely and quality project reports and monitoring of project performance in line with the monitoring systems and objective of the project.</p> <p>&bull; Undertake periodic visits to project areas to backstop challenges and ensure project implementation is on course.</p> <p>&bull; Provide any other services required for the successful delivery of the project.</p> <p>&nbsp;</p> <p>&nbsp;</p>

Qualifications & Skills:

<p>&bull; A medical or bachelor&rsquo;s degree in public health, social sciences, or international development.</p> <p>&bull; An advanced degree in social sciences or other relevant discipline.</p> <p>&bull; At least 10 years&rsquo; post-graduation with evidence of a progressive increase in responsibility.</p> <p>&bull; Sound knowledge of the Government of Nigeria structures and policies relevant to the management and oversight of Global Fund programs with evidence of at least 7 years of work experience with the GoN.</p> <p>&bull; Working experience with the HIV programme stakeholder institutions and agencies</p> <p>&bull; Demonstrable experience managing a team with demonstrable leadership and motivational abilities with a strong management, supervisory, and capacity-building skills, including at least 5 years&rsquo; experience in managing teams of professional staff.</p> <p>&bull; Ability to effectively coordinate a multi-stakeholder project with proven result, proven experience in leading a Global Fund project will be an added advantage.</p> <p>&bull; Ability to administer budgets, lead a team, train and work effectively with counterpart staff at all levels, and interact effectively with all groups involved in the project.</p> <p>&bull; Proficiency in working with Survey tools such as KoboCollect, Survey Monkey or QuestionPro to design tool for programme monitoring.</p> <p>&bull; A proven use of technology to monitor large project such as dashboards, electronic filing and automated reporting in a large project which involves over 10,000 persons.</p> <p>&bull; Proficient in the use of analytical packages such as Python, Stata, SPSS or Preferably R studio for data analysis and visualization</p> <p>&bull; Strong leadership skills and ability to respond effectively to deadlines and high-pressure situations.</p> <p>&bull; Strong written and oral communication skills, including effective and personal negotiation skills proven through successful interactions with all levels of stakeholder groups.</p> <p>&nbsp;</p> <p>&nbsp;</p>

Contracting & Accountability:

The successful candidate will report to National Coordinator NASCP

Renumeration:

S/he will be paid competitive fees for the agreed duration based on qualification and experience and in line with the approved rate for this assignment.
